The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are issued from different nations. Immense energy is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats flew past – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by partner states. Every launch shakes the surroundings, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the hostile drone – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its favour.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
