English Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and open spaces to shore up their finances, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise restructuring services and using financial reserves to manage growing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in southeast England announced its property management strategy featured the disposal of a retail complex in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Financial Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only one key city is among the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
